Governor Polis Appoints Rory N. Devlin to the Elbert County Court in the 23rd Judicial District

DENVER - Today, Governor Polis appointed Rory N. Devlin to the Elbert County Court in the 23rd Judicial District. The appointment fills the vacancy created by the retirement of the Honorable Palmer L. Boyette and is effective July 2, 2025.


Mr. Devlin is the Staff Judge Advocate for the Colorado Army National Guard, a position he has held since 2010. His practice consists of military and criminal law. Previously, Mr. Devlin was a Senior Deputy District Attorney (2018-2021) and Deputy District Attorney (2012-2018) in the 18th Judicial District; and Deputy and Command Judge Advocate for Special Operations Joint Task Force - Afghanistan (2014; 2018-2019). Mr. Devlin earned his B.A. from Creighton University in 2009, and his J.D. from the University of Denver Sturm College of Law in 2012.
